Custom Setup not working correctly

I want a completely empty start to make my own countries and stuff but every time I try and do it it spawns in a bunch of the original countries only all broken up and without cores on any of their land. The map before hand shows an empty map, it's only when I make my custom country it seems spawn in everyone else. This also happens with mods. I've tried doing a full reinstall (all related files deleted) and got rid of all my mods yet the problem persists.

How it spawns every time. All countries spawn with the same provinces too, and its like this all over the world. They will eventually re-core their stuff and act like the game is fine. If I place a custom nation over these provinces they will not in the country, only supposed uncolonized land does this. Any help would be appreciated

It is a bug in eu4 version 1.34. You could go back to 1.33 or you can use console commands to manually remove these countries. remove TAG removes the country with that tag. And the decolonize command which you can use with a run file can make it faster if you own a little modding.
