The regional efficiency buff is only applied to three regions (see turn 154 save). It does not work for Hamburg and Nantes. It also does not work when I integrate any vassal aside from Nongoma (which is my oldest vassal).Coincidentally, the Daimyo buff can only be applied to those regions/vassals that I already had when I adopted the Shogunate national spirit (see turn 60 save). So perhaps the timing when you acquire a vassal matters for this particular bug.
Steps to reproduce
1. Load the turn 154 save.2. Make sure that a Daimyo is garrisoned in each regional capital. End turn.
3. Start of the next turn: Hamburg and Nantes don’t have the Daimyo buff.
4. You can also integrate a vassal and spawn in a fresh Daimyo. Only Nongoma can get the buff. There is a settler which you can use, but a newly settled (and subsequently integrated) vassal also won’t work.
5. I attached a save from turn 60 right before I picked Shogunate. I suspect that the Daimyo buff can only affect regions that were already part of your nation before a certain point, but I haven’t had the time to test this further.
