Not sure if this is an intended feature, but playing as a tribal government (Pictland) I cannot enforce any of my de jure claims on territories that should fall under my control. The tooltip says "One of the following must be true... (x) Has medium crown authority or greater."

Tribes no longer have crown authority, but rather have tribal organization, or am I mistaken in that? Anyway, I can see the options to declare war, I just can't click the send button.

You cannot enforce kingdom- or empire-tier du jure claims without crown authority. Just duke-tier claims.

Fair enough. It's a category error which I suppose is, in the simplest and most logical way correct, to say that if you do not have a statistic representing crown authority you can't do anything requiring it. I was just confirming that it was an intended design. I wouldn't call the tooltip self-explanatory, though.
