Plus, if you give, say, Thurdigan a bunch of leaders every year and don't give anyone else new leaders, you're skewing the balance b/c leaders are so powerful. Any nation you give leaders to becomes more powerful than on you haven't gotten around to yet.

depends on how powerfull they are...
otherwise you can spend... 90*5 weaks giving everyone leaders
