Deploy Airborne Units

I 've got some Aiborne Div. and the equivalent C54.
I could load the Troops via the Parachute Icon into the
Aircrafts but I could'nt move the Aircrafts even to the next
Province, the only possible Mission was Airsupplymission.

Could anybody tell me "Howto"!

The usual reasons:

Tech: Battlefield Interdiction not researched.
Bad weather over your Airfield or your Target
Air Transport not at full ORG
Attempting to drop on an invalid target (friendly, neutral or out-of-range)
Not at war.

You cannot re-base a loaded Air Transport (not without using an exploit, at least). Airborne troops were not MOVED by plane during the WW-II time-frame... they only entered aircraft for combat jumps. They were moved by boat, by rail or by truck.
