Diplomacy Education 5 diplo-acceptance bonus doesn't work

Steps to reproduce​

1. Make a custom character with the new diplo education level 5
2. Notice it doesn't provide a diplo bonus.

It appears the reason is that the interaction checks for "has_trait_with_flag = education_diplomacy_5", but education_diplomacy_5 has the flags "flag = offer_vassalisation_25 flag = better_war_hostages".
