Disasters gone?

I know I use too many mods in this game (how many mods is too many?), but I can't figure out which one is causing this:

Disasters just stopped happening.

On every map, old saves, new games, anything. Disasters only happen if I disable all mods. Which, to me, kind of takes a lot of the fun away from CSL...

So, does anyone have a hint?
