Displaying VP's - Missing

well at the begining, when choosing your scenario, you have to go to option and enable VP. Voila!

Help!

I've recently started playing EU and when I check to see the country VP's in the book located in the lower half of the screen none are shown, for my country (Russia) or any others. All the boxes are checked.

Does anyone have any ideas what I'm doing wrong??.

note when you play the tutorial it resets the options so that VPs are disabled again.

So....another question on this. If you didn't setup the options for VP before you started you have to start again??.
