Pretty much as the title says. I'm wondering if a security station in one dome, counters renegades in domes connected by a passage. Additionally do they reduce sanity loss for colonists in connected domes from disasters?

I do have the same question, but I think yes: all buildings seems to offer services to the visitors from the inmediately connected domes.
Not sure about the actual question. However, you can thumbs-up renegades under "flaws", so you can focus all your renegades into one dome.
When you click the Security Station it says "Renegades in Dome", not "Renegades in Patrol Area" or similar. I'd wager the do not offer their "services" across tunnels, and those are only used for active slots in groceries and such and work slots in production/medical/education buildings.
