I've been reading posts on this forum for about a month now, and I'm curious about some people's comments as playing as minor nations. I know you can change nations due to the nation change during save "feature". But I've heard people talk about playing as Genoa or Hungary and to my knowledge those aren't selectable in the regular EU.

Is there a utility that I can download to play minor nations? Is there some trick to it? Also is there any kind of scenario editor around? I was thinking something where you set specifics for each province (i.e. base tax value, native strength & aggressiveness, if colonized population, what good, ect.) and for countries (i.e. what country owns what provinces, CoTs, diplomatic relations military strength colonial dynasm [how do you spell that?] ect.)

With the Improved Grand Campaign (currently version 1.09) You can choose to play any country you want. You can also select who the other majors (i.e. unable to be annexed) are or if there are any other majors in the game.

Its great, I highly recommend it. Look up the threads on it to get the download link.

I will be more precise

1-You must change files (very easy) to play minors. FAQs will tell you how
2-Yes there are scenario generator and little utilies in IGC. But you can change carefully data in your files too
Important are

folder scenarios: 1492.inc, all .eug files (these are where you can change to lead a minor power)
folder db: all! ;)
