In order to be able to randomize Empire name, you need to first select (or randomize) your Species name, Home Planet Name and Home System name.
When you have all of those, it's possible for the generator to create Empire Name for you.

I have the same problem: my species, planet and system have a name and the 'Randomize' button for the empire name is clickable and doesn't show an error, but clicking it doesn't do anything.
I tried clearing one of the other names or my goverment type and the button shows what's wrong on hovering and is greyed out.

I want to second this, but I have to say I eventually came up with my own name, and saved it. I just loaded it back, and I was able to randomize the name just fine. Can you try this and confirm if there is some sort of intermediate issue?
I tried again from scratch and it worked this time, so I have no idea what went wrong on my last try...
