Not in my games, there one country annex someone @ the same time as someone else demand money.
That way one country annex the other and another country gets its money.

And England is doing alright in my games since I downloaded IGC 2.3 (compared to how they did before), they colonize, they keep calais 'till sometime near or in 17th century.
They do lose the marches to Scotland but they sometimes invade somewere else in europe.
 
They all don't go for annexation... except for AI Turkey, who has no problems eating other countries for breakfast. Hungary, the Lukes, Georgia, Crimea, etc, etc. Maybe there's something in the Turk AI that could be of use?
 
Maybe there is a sort of likeliness-factor in the AI's, whether they will annex or go for 1 provinces, maybe indemnities.

Same with Russia. In earlier versions there were always complaints at how crap those 2 did and how they never expanded and took too much money. And with the new 1.08 patch coming out that was laregely solved. They now go for big expansion. So it can defo be fixed. Whether that's easy though ... :D
