HoI 2 v. 1.3a (JLQC) from HoI Anthology
1936 - SU
Changed some parameters in Ministers file (OK), Tech Teams file (OK) and in soviet.inc (PROBLEMS!).
1. changed ic values (at the very top), added techs
2. changed ic values and put "#" before blueprints (line 667)
3. changed ic values ONLY
In all 3 cases above I got the following

ERROR : (Illegal top level object) "blueprints =
{'Line = 667 file = scenario/1936/soviet.inc ---

What did I do wrong?
