Establish colony blocking modifiers

Hello,

I have a question in regards to the possibility of adding Establish Colony blocker,

For example, a modifier that country has etc.

The short answer - yes. The long answer is it's a little awkward as I can't find any means to block colonization easily.

This required editing the state itself in map_data, adding a tech that can't be researched, adding said tech to France in its history file. It's a lot of work. hopefully Paradox will expand the scripted functions like in EU4 so you can more easily railroad the AI to colonize places it should want to.

This was a quick and dirty mod to show it's doable, but I'm sure someone more skilled than I can probably come up with a more elegant solution
