I've had this problem occasionally for a while, and it's happening more frequently now. It's happened with two different computers using the same Compaq S700 monitor. I've used a Creative CT graphics card and Nvidia Ge 5200. What happens is that on exit, the Windows Desktop is resized to a lower res, causing the taskbar to disappear into virtual space below the actual screen. I have to resize it back by right clicking on the desktop, and once this is done, EU2 refuses to start again until I've rebooted.
I used to run EU2 in 800x600 and the desktop was in 1024x768. I now run EU2 in 1024x768 as well, but it will still force the desktop into 800x600 on exit - the resolution of the VP table and the Menu look to still be in 800x600 before exiting.
 
I got the same prblems too, It usely happens when the game CTD's in the VP-screen.

Oh, I'm running the game on 800x600 and using a Nvidia Riva Tnt video-card
 
Both problems are caused by DirectX crashing. It happened to me fairly often under win98SE. Castellon may be able to help you with it, but you may be stuck with the problem.
 
This does happen under win9x or ME. Johan has basically given up trying to debug it. Your only hope is to upgrade to Win2000 or XP, where it never happens.
 
1) Rename the AVI folder to AVI_back
2) Set the color depth to 16BIT
3) Turn off everything in the background like E-mail/ICQ/Messenger, Virus protection and everything in the system tray beside the clock.

Follow those three things cuts out 90% of those crashes.
Also make sure you have the latest drivers for your video card and your windows is up to date.
