Announcing the Dedicated European Game of Hearts of Iron 2 Game 3 - DEG 3. If you want to join this game (either as a permanent player or a stand-in) please read this entire post carefully, at the end of the post you will find the criteria for joining us. Please check this thread for updates before every game session.

There is also an official DEG 3 AAR thread, please try to keep the AAR material on that thread and use this thread for discussing house rules, game times etc.

GENERAL GAME INFO
Game version: HoI2 1.1.
Scenario: modified 1939 campaign, made by Friedl and El Freako, please see the bottom of this post for full info and a link.
Difficulty: Normal/normal.
Players: 6 minimum.
Nations played: Germany, Italy, Japan, Soviets, UK, USA. If we get more than 6 players we will play some nations co-op (like Germany) and/or add minor nations like Canada, Australia, Finland, Romania etc. We will not have a human player as China. All nations played by human players must have participated in WWII in some larger respect, so no playing Brazil or Bhutan or similar nations :) Known and proven players will have first pick on nations.
Game days and times: Thursdays between 18.00 and 24.00 CET. The times are flexible, if somebody has strong reasons for different times we can discuss this.
Host: Juv (running on his brand new 3000 MHz CPU with 1024 MB RAM, way to go Juv!)
Game speed: The speed will be adjusted to the situation, pausing is allowed but shouldn't be abused.
Game password: ******* (revealed via ICQ if you are registered for the game)
Meeting place: We will always try to meet on Valkyrienet, in the channel "HOI", 5 minutes before the game starts. If V-net is down we will join with IP-number instead, this will be distributed via ICQ.

VICTORY CONDITIONS
As always in DEG we play to have fun and explore the balance of the game to contribute to the MP community. We like to play a reasonably historical game of WWII, basically Axis vs Allies (Allies in this respect includes the USSR). Victory will be awarded the side that makes the best effort by votation or if any side fullfills the requirements for a decisive victory. The game is NOT supposed to end once the Axis first wave of easy conquests ends and the Allies start to counter attack. The game is also NOT supposed to end if London or Moscow falls. Also don't surrender if you have an unbalanced "make or break" unit building strategy that fails (like building only subs and tanks or similar style strategy). Don't surrender even if things are going bad, playing a DEG game is all about fighting to the bitter end - or to the Bitter Peace if this comes first :)
Decisive Axis victory: All 3 major Axis nations surviving into 1945 or eliminating a major enemy nation (UK, US or USSR). In this respect eliminating = annex (or in case of USSR getting Bitter Peace).
Decisive Allied victory: Controlling Berlin, Rome and Tokyo (all at the same time, naturally).

HOUSE RULES (for the 1939 campaign)
Known bugs/exploits: If building province improvements (factories, infrastructure, land/sea forts etc) you may not use serial build, since all of these are sometimes completed simultaneously when rehosing. No use of 'ghost' units for capturing enemy provinces etc. No phoney wars (i.e. DOWing but not attacking). Annexation (or puppeting) must be done as soon as possible. Nations are required to keep a minimum of 10 days worth of supplies in stock. Axis are not allowed to DOW nations under attack from the USSR.
Alliances: China and any "Chinese minors" must remain unaligned (if they are still alive they may join the Allies once the USA is in the war). Allies may not invite the Benelux nations before they are attacked by the Axis. Italy and Japan may join the Axis whenever they choose to. Only historical alliances for the "Big 6" (USA can only join Allies, Italy and Japan can only join Axis, USSR can not join Allies or Axis etc).
Political actions: You may not influence or puppet a nation controlled by a human player. The UK may not DOW Japan (this leads to the USA being able to join, see below). Axis nations may not DOW USSR puppets or other Commintern countries, they must DOW the USSR itself.
Trade agreements: Allies and the USSR aren't allowed to break any starting trade agreements with Axis humans unless at war with this nation or through events (US oil embargo) or if the efficiency is lower than 100%.
USA joining the war: The US may not DOW any nation or join the Allies before 1 January 1942 unless the Monroe Doctrine is breached (Axis DOW in the Americas) or when Japan is at war with a Western power (USSR is NOT a western power) or if the Axis control either Leningrad, Stalingrad or Moscow.
USA supporting other nations: Before the USA is part of the Allies they may only support other nations via events (Lend Lease). After the USA joins Allies they may freely support any Allies nation and the USSR (if the USSR is at war with Germany).
Nuclear weapons: No nukes before 1945
Loading between sessions: Feel free to load up your own nation (and any puppets you control) and ponder your strategic situation between sessions. It is however not allowed to open up other player's nations. This is non-enforceable but we all belong to a gentleman's club and I expect every man to do his duty!

Please feel free to come with suggestions for more House rules. New house rules will be added during the session if there is a need for this. It is also appreciated if you write a short AAR (after action report) after each session to let the readers know what happened during the session. Feel free to post maps and pics, etc.

INFO ABOUT THE IMPROVED 1939 CAMPAIGN
The most current version is v1.031, download it here and extract the files into your Hearts of Iron 2 Scenarios directory. It is played as a seperate scenario, and it does NOT alter any of the files used by other scenarios, and it does not use the broken moddir command. For a full list of changes see the readme-file that comes with the scenario.
Resources: Increased starting stockpiles for all major nations, these will keep you going for 1 month so you have plenty of time to set up trades. Germany gets 30 free rares per day, Japan gets 10 and Italy gets 8. This is to prevent the Axis nations from running out of rares by mid-1940.
Modified events: US "Gearing up for war" (events 56-58) revamped to give 20% instead of 25% reduction to peactime IC penalty, as well as a slight increase in Belligerence required for 57 & 58 to trigger (56 triggers when Paris falls anyway....). The Vichy event now also makes them a German puppet (this won't trigger until 1940).
New events: 3 new Norsk Hydro events making Norway a more attractive target for Germany, if Germany controls Norway they get 10 free rares per day and 10k metal added to stockpile, as well as blueprints to the next nuclear tech and an option to get a lvl 1 reactor for the cost of 10k supplies.
Build ques: Lowered IC cost of the capital ships in the build que for Germany, USSR, Italy and the UK (gives an incentive to keep them instead of simply canceling them), shortened the build time for the German paratrooper (default time means it costs about 40% more than making a brand new one!)
Improved minor nations: Minor nations (including Axis and CW minors, Greece, Yugoslavia and Spain) have now been improved. They have increased starting stockpiles, enough free resources to run their industry at ~75%, improved research and production priorities (Hungary won't research ships, New Zeeland will build other things than naval bases, etc).
Various balancing issues: Strengthening of Soviet late 1940 situation (some free infantry arrives earlier), French mainland forces have been strengthened (average unit strength raised by 40) and some units moved to Strassbourg to prevent the Manstein Maginot Blitz. UK homeland forces have been greatly strengthened (all British Isle units are now 100% strength), Germany moved 2 steps towards proffesional army (the German army certainly was more proffesional than the French!). Strength of certain Luftwaffe units increased. Some French subs changed from model II to I. Increased strength (and max strength) of some Italian divisions and the Italian naval bombers. Soviet forts in the urban provinces (Moscow, Leningrad, Stalingrad) recuded to 1/2/1. Soviets get 10 IC more from game start, these are lost if they decide to move them to Siberia.

CRITERIA FOR JOINING OUR GAME
Basics: Dedicated, punctual, polite, mature, English speaking players only. Must have ICQ
Experience: Must have played the relevant nation in at least one single-player test run. No experience from multiplayer required, but if this is the case we will assign you to a minor nation for the first game.
Connection: Minimum internet connection of 512 kbps (sorry, no modems allowed)
Location: Must be located on the continent of Europe (sorry, no players based in America, Australia etc)

Everyone gets one chance to prove they are worthy to play in the DEG series of games. If you don't show up to a planned game without notice, show up late, break our rules etc then you can expect to be banned from playing with the DEG group. The first test to judge whether you are a compatible player would be to answer the following questions in your application:
1) Do you have ICQ? If not download it, it's free.
2) Have you read this post carefully? If not, do it or don't ask to play.
3) What is your experience?
4) What connection are you on?
5) What timezone are you on?
6) Can you play during our regular game times?
7) What nations do you want to play? Specify at least 3 nations.

What nation does Aldo, Juv and El Freako want? I assume that Juv wants to play the UK and El Freako wants the USA? Does Aldo want Japan or Italy, or some other nation, like UK or USA?

If this is a '39, war has allready started, so is meaningless. In a '36, I can see the logic of it, as it would make the game very hard for Germany if the Allies could start a direct invasion of the Reich the moment Danzig or War fires.

The Allies may not fill France with 300 divisions or so before the outbreak of war.

Once again, in '39, war has started, and I doubt if any player but the known cheaters would be able to assemble 300 Divisions in France before Vichy fires (does the French player need to accept this by rule?).

UK and France cannot help rep spain

How do you mean help? I agree it's quite exploitative to Ally Rep Spain to gain war economy as Allies, but I consider that to be low and Vnettroll-like. If you mean that the Allies have to choose for non-intervention to the event, then I suggest playing '39, as that takes care of most events in a historic way. I find it weird to play a '36 for 3 sessions prior to war if people insist on a lot of restricting rules and save/reload in case events dont go historical.

Agreed. The 10% dissent is to easily taken care of, and builds up a nice cash reserve for Stalin.

Agreed, yet I think it's good to build in a fail save, and some tweaks. I been in HOI games where the Axis used this rule to gang up on the SU (all the Axis including Japan going full strength at SU), so perhaps we could include something like: US can join when SU looses any of the Bitter Peace objective cities. Also, Japan can easily be DOWed by the UK early on, cause of the beligerence of events even (assuming the Allies go down the Hawk setting, which AFAIK all people do). Are the Allies allowed to DOW Japan? I guess not, but perhaps it's good to make that clear just in case.

No unhistorical alliances are allowed. All axis may ally whenever they choose to.

I assume this counts for major countries only. An Axis Spain for instance, would be unhistorical, yet not to difficult to imagine.

China must remain unaligned

I would say: China can only opt to join Allies after US has joined the war.
China can be considered part of the Allies historically.

Balanced builds; Don't build only one thing and go for broke if that strategy fails. This is especially important in a 1936 campaign

I think this is up to the players choice. I assume people in the game have the stomach to continue, even when their plan has failed. As failure is more likely with unbalanced builds, it's more of a good advice :D .

The following really depends on what scenario we will play and I would like to know all changes to avoid nasty surprises during the game.

How much is been added? Also, is this just for Germany? Or do Italy and Japan get a bit more as well? Removing the need to conquer resources and having the Axis able to put more IC into builds instead of a surplus of supplies to trade can really upset the balance.

I'm happy to have the leader death dates removed, but would find it fair to have that either for all leaders or for none. Germany has some of the best leaders available allready. Also, this hits the SU even more hard, as they have to choose the Purge.

If we are playing a 36, I will be in favour of most rules to restrict Allies / strengthen Axis, as in MP, the US and SU become very powerfull.
In '39, I would be against anything that makes it even more easy for the Axis if the Axis players are experienced.

In a 39, by an experienced Germany, France and Poland can be taken either simultanously, or in quick succession, leading to annexation of Poland and Vichy by the end of '39, and a DOW on the SU in spring '40. Asuming the SU player wants to upgrade his army and lower his dissent somewhat, Germany will have more IC, more units and much better quality troops. With the US restricted to '42, it will become a game of 'super-US vs super-Germany' in no time.

Some suggestions for additional rules for a '36:
->MR Pact:
> If Germany offers full MR Pact, Germany may DOW SU in '41, SU may DOW Germany from June '41.
> Limmited: Germany and SU may DOW after June 1st '40
> No Pact: Germany and SU may DOW each other whenever they feel like it.
SU must accept the offer made.

Axis players are bound to the same restrictions as Germany. Axis may not DOW SU puppets or allies, only the SU itself.

SU is not allowed to DOW any nation before Danzig or War. During MR Pact period, only DOW Finland. After MR Pact expires, SU may DOW any nation.
SU is allowed to interfere in conflicts at his direct border (ie: Persia, Romania, Afghanistan, etc.).

As the SU is quite strong in a 36, I think these additions are necessary.

Some general rules, which might not be needed, as you will probably just state that exploits are not allowed, which covers them all:
> Nations are required to keep a minimum 10 days worth of supplies in stock;
> Axis are not allowed to DOW nations under attack from the SU;
> No phoney wars and Annexation must be done ASAP;
> no serial building of province improvements (AA, Radar, Naval/Airbases, Factories, Infa, etc);
> no use of 'ghost' units.

As for the rest: my conn is 4000 down, 1000 up (though most times I test it's 3200/800), got ICQ, played a few games in MP, am on CET (GMT+1), and as of next week, can play Thursdays on the times indicated.

Nation prefference:
If 36 (in order of prefference):
- Japan;
- UK;
- Italy;
- France or Nationalist China. Should I be annexed, switching to Canada.

If '39;
- UK;
- Japan;
- US;
- Nationalist China (should I be annexed switching to Canada).

Also, as I love micromanaging my troops, builds, research, etc., I prefer not to share a country (unless someone I've been playing with for a long time signs up).

Nationalist China will be AI run.

Now to answer why Germany should get rares, it is because it is the only way to get them, even if they conquer half of SU they won't get near enough to run their industry. If we look at a historical situation what Germany lacked was not rare materials but rather oil and ore, these two are unmodified and a Germany building lots of tanks will run out of oil quickly as should be.

The 1940 situation I am actually not to worried about, a SU which does even a decent job defending themselves won't have a problem I think, they have free infantry popping out of their build orders all the time and to that massive amount of almost free tanks. A SU played well should be able to field an army that is roughly twice the size of Germany's by 1940. Also if the SU feel they need more time they should trade more with the Axis, Germany will be loathe to attack with good trades going for them, if SU were to cut of Germanys supplies, Germany will have no choice but to attack in 1940 presenting an altogether different situation with more superior German forces but under massive time constraints.

I would also like to make it clear that even with the resource edits a Germany that does not trade and does not try to secure resources will run their Industry at about 70-80%. The main point doing this as I see it is remove the house rule issues of the SU being under pressure to accept trades. Now it is in their own best interest to keep Germany Pacified.

But the .eug file is by no means final and may very well change. Any ideas for a more balanced 1940 situation and I'd be interested.

Can I sign up for this multiplayer game? I live in Finland and I have 512kb / 2048kb ADSL connection and 2MHZ AMD Athlon XP with 512MB RAM or is it too late?

Nations played: UK, Italy, Canada, USA, Finland, Poland, Nationalist China, Japan (not very used to play Japan).

I would love to join this game if possible. If accepted and assuming that enough known and proven players show up, I'm happy to take a minor. Canada would be first choice, Romania second, but I'm flexible and open to suggestions. I live in Holland and my connection is 768 kbps. This will be my second MP game. I'm currently playing a game on Monday nights, with Cyril among others. My icq number is 299381691.

It DOWed the Axis in 1942 and sent an expeditionary force to fight in Italy.

That's the trouble with house rules which say to play historically without going into details. For example, can Italy join the Allies? Italy was certainly hortile to German ambitions re Austria. And it certainly tried to join the Allies after Mussolini was deposed. And I think it finished the war as a member of the United Nations. Italy didn't see itself as part of the German "team" - it was out to pursue its own interests in its own way.

Hi, some of you knew me as Stein back in the Hoi1 days. Im interested in joining. Thursdays should work fine with me and I am basicly flexible to nation selection, but maybe not any lead nations as this is my first major HOI2 mp.

Hi Stein! Llong time no see, and welcome to the HoI2 forum. Don't worry about this being your first major HoI2 MP, most players have played 1 or 0 MP games so far. I am a bit puzzled about which nation to put you up as, but from past experience I know that there is always one or a few players that do not show up for the first session. There is also the possibility to play one nation as co-op.

If a miracle happens and all registered players actually show up on time I suggest you play Australia. As Australia you can take charge of the UK forces in Asia and hopefully give the Japanese a run for their money.
 
Great to see so much interest, the more the merrier. Is anyone having trouble installing the scenario? There is now a readme file included which should help, but if any of you have problems installing the file or have other issues with it feel free to contact me on ICQ or email.

Edit: And for those that are wondering about the sov.inc file that slipped in there are some preliminary strengthening for Soviet (a little more forces arriving 1940 as opposed to 1941) there but it has not been implemented in the DEG1939.eug file yet. I am uncertain if it would be a good call to start changing the scenario file this late so I will only implement and update this if people think it a good call.
 
I've updated the first post several times now, seems like we will hopefully have a game on Thursday. Of course a few players never show up, but that's always the case with MP games with new people.
 
Well, it tends to take 2 or 3 sessions to find out which of the players you dont know stick with the game and keep showing on the agreed time. Also o sort out any issues with players with unreliable technical preparations. I tend to be lenient, though when 1 player drops every 15 minutes, I would ask the person to leave as long as that problem isnt solved yet.

Hopefully we have a good group, and can finish the game we start Thursday in the coming weeks.

Apparently there are not as many known and proven players as I anticipated. Or do I underestimate my own reputation ;) ? Anyway, it seems as if MadViking can read minds. Although I didn't mention it above, Italy was my first choice, had I applied for a major, so thanks for that.

What happened to Germany's leader death dates? It seems to be taken out of the first post. I would agree with Cyril on this one, I prefer this applies either to all countries or to none.
 
Open question to everyone I have been working on the V. 1.01 of the scenario file and have the following done:

Soviet situation 1940 is now stronger (Free infantry supposed to arrive 1941 now arrive 1940)

French mainland forces have been greatly strengthened (avarage unit strength raised by 40)

UK homeland forces have been greatly strengthened, all British Isle units are now 100% strength.

Italy given 8 free rares (as it stands even if they conquer entire North Africa they will be out of rares this just feels stupid)

Japanese free rares toned down from 15 to 10 after consideration.

Events 57 and 58 (US gears up for war) revamped

Do people want to change or should we stick with V 1.00 ?
 
I personally think we should go with your newest files, since they correct many minor balancing issues. It's not like it's very hard to update the stuff either.
