Is there a trick to getting medics and officers to evenly distribute themselves throughout a colony?
I don't have any domes encouraging or rejecting either one, but they always seem to gravitate to mostly one dome, even though I've got infirmaries and security buildings in every dome.
 
Useless disgusting earthborn scum will take jobs in domes close to where they land. They won't move if they don't have to. They will move if they can't find a job in the dome they are in and if there is open housing and a job for them in another dome.

Eventually you'll start training people in universities. If you make the university dome only have universities they will move out when they get their specialization in search of a job. Everybody will find a place in the right kind of workplace once this is set up.
 
What Promethian said also to speed things along limit the number of offered job slots for each shift. If a place of employment is open but all the job slots are filled even if due to being manually closed they will move on. Basically make it so they can't find work also if desperate you can always assign them manually to a living space or work site and they will move with the next available shuttle which brings me to shuttles... Try to build them so the global work load is always low. People can't move if there is no shuttle unless the destination dome is within walking distance.
