My goal is to randomize bonuses from technology.

Say I don't want there to be any set differences between the 1870 and the 1962 infantry divisions. I guess the 1870 infantry division has to be common for all, but when you research 1897 infantry I might want the production-time to increase by 0 to 5 days, I want the default organization to increase by 1 to 3, I want defensiveness increased by 0 to 2, etc. Thus a 1942 US infantry division and a 1942 German infantry division will not have the same stats (except by chance). Are there event commands that can increase certain stats of a division like this? If yes, then it surely should be possible to set a country-variable in the events so that Germany will benefit more from 1936/39 infantry and say the Soviets can get better bonuses from the 1942 infantry?

Thanks, I'll look into it. On a related matter - is it possible to have technology that can be researched repeatedly? Like in Hearts of Iron 3?

I don't think so. There's an ability to "abandon" a doctrine, but I don't remember if there's a corresponding event command or not.
