After updating to 2.8.3 the game CTDs while Loading Graphics (second one, the loading bar is full at this point). Problem can be fixed temporarily by deleting some files from the Documents folder (most often settings.txt, but also dlc_signature and logs folder). It also seems to be affected by the presence of savefiles for games with custom rules (the assumption that it's about custom rules is based on the latest patchnotes).
Some time before that the game was CTDing while in the character finding interface. After updating Nvidia drivers (from 385.69 to 398.11) the problem disappeared and the game ran smoothly. So I assume it's unrelated.

Edit: the problem seems to be with the Bigger Interface mod (on mod's page however it says that it's compatible with 2.8.3), but after reverting back to 2.8.2.1 the problem persists.
Edit 2: the problem got fixed by forcing the mod to update.
