Vassals in rebellion: cannot besiege them

Playing as the Byzantine Empire most of my vassals have rejected my authority and declared war on me. That in itself is problematic, but what is worse is that my army cannot siege any of the territories of the errant vassals. They are at war. They can siege my own demesne lands yet I cannot do the same in theirs. Part of the force consists of mercenaries gained through events though probably is not the problem.

Yes.

Vassals that rebel have the one benefit of passing over the claim to the county. Even then I had claims to almost everything in the empire. Oddly I could not reproduce it in another game. I will recheck an older savegame.
