Fleet manager has broken (federation) fleets

Sometimes you get empty fleets and in my federation fleet it shows 0/50 Corvettes but there are Corvettes in it. I can't modify ships or add bigger ships.

My federation AI Partner is building Corvettes the whole time and I can't add destroyers it Cruisers. Even destroying his fleets did not allow me to build federation ships.

And sometimes it creates empty 0 ship fleets or puts ships in a new fleet when upgrading and merging with other ships.

Xbox 2.0.0.2 with all dlc.

It's still happening with 2.2. Had lots of empty fleets and every day when not paused the list of ships in my fleet is cleared and I have to go back and select it again during pause.
