Form HRE decision is missing

Description​

Playing as a Karling in Italy, conquered through France to Germany, looking to get the HRE now that I also have the papacy, and there's no option for it.
Similarly I can't create the German Empire because it says I should use the HRE decision instead...

I've seen another bug report thread also stating this is an issue back in 2020. That doesn't give me much faith that this will be resolved.

I carried on playing - I had to "Unify Italy" first to get the option.
