Is it related to only foreign culture? As a player Savo (tribal Finland area)I've 3 times more men at arms but AI does noıt use the option. I switch side as AI Karelia it can select the option as it has enough prestige but in war. As for Finland in Turku area they are at peace but can not call for confederation with 644 total army.
