Tensions in China are growing following the endorsement of the radical anti-European Boxers by the Empress Dowager Cixi, who has recently removed the reformist (and European leaning) Guangxu Emperor. The Boxers have been responsible for numerous attacks on Europeans and Christians in China.

So it begins.

Official Statement from King Carlos I of Portugal​

News of the Rebellion in China has brought much worry to the Portuguese Kingdom. The Crown Colony of Macao has expressed concern of the rebellion, and it is worried that the Rebellion might spill over into its territory. Macao has been a colony of Portugal for over 300 years. It is Portuguese Territory, follows Portuguese Law, and the citizens are citizens of Portugal. It was given to us by the Chinese in an attempt to increase relations between Portugal and China. With the so called "Boxers" threatening Portuguese Territory, the Government of Portugal, and myself, have issued a warning to the rebels.

If the rebels attack and/or kill any citizen of Macao, who are also citizens of Portugal, as well as attack Macao houses and businesses, and/or blockade the Island and Colony of Macao, then the Portuguese Government will see this as an act of war by the rebels, and the Portuguese Army will respond to protect Portuguese citizens and industry.

The developing events in China are troubling with the attacks on foreigners steadily increasing. I have received word from Minister Edwin Conger, Envoy Extraordinary and Minister Plenipotentiary to China, saying quote "the whole country is swarming with hungry, discontented, hopeless idlers." end quote. As such I order the dispatch of troops to the American Legation in Beijing as a precaution to this escalation in the country. I have ordered Minister Conger to lodge a formal protest against the Empress Dowager Cixi and the Qing government in their complicit actions supporting these so called Boxers in attacking innocent foreigners. In an attempt to ease tensions Secretary of State John Hay will reach out to his European counterparts espousing an "Open Door Policy" in which all nations would freely trade with China and none would seek to violate that nation’s territorial integrity. Lastly, I would like Congress to set up a commission to examine trade opportunities in the region as well as South America.

The recent attacks upon Westerners and Christians perpetrated by these Harmonious Fists is most worrisome, and the general inaction of the Chinese Emperor’s government regarding this matter, certainly when the lives and property of Japanese citizens and businesses are at stake, is compelling Greater Japan into rethinking its generous policies towards the Chinese Empire, which has heretofore taken no actions in justifying such kindness and generosity. His Imperial Majesty and this Government, dispositioned as it is towards peace and prosperity with our Asian neighbours and interested solely in this matter for the preservation and defence of our commercial and industrial issues, humbly requests that the Dowager Empress Cixi, the Guangxu Emperor, and the entirety of the Chinese Imperial government take any and all necessary actions in curbing the powers of these violent and injurious movements, who have thus far promoted only hatred, disunion, and unwanted xenophobia in some bid to destabilise the Empire of China and all nations involved in trade and industry there; in the name of international unity and fidelity, and as part of our duty to the subjects of the Emperor and the necessities of Greater Japan, this government requests greater mercantile rights within the Empire of China to best promote relations between our two nations, and that full protection will be given to them by the police forces of the Qing, or that the Japanese businesses be permitted to protect themselves as necessary from these Harmonious Fists. This government, and the glorious and magnanimous Meiji Emperor, sincerely hopes that the Qing Empire maintains some level of control over these rebellious elements and will, in the name of Asian brotherhood, protect our citizens from injury and damage.

Lastly, in the name of protecting our rightful territorial acquisitions, namely Formosa, and to better ensure the independence of the Empire of Korea, this government authorises the General Staffs of both the Army and the Navy to increase garrisons on Formosa and expand naval patrols across the Chinese Sea to better protect Japanese trade and to best deter the negative affects of Chinese misrule. We further promise to stand in earnest solidarity with our international brothers, most notably our dearest allies in the United Kingdom.

We stand on the edge of a brave new world. Argentina is strong and free, and shall remain so. I thank you, the people of Argentina, for allowing me to serve this great country once again. I and all of the Partido Autonomista Nacional shall ensure that this new century shall be an Argentine century.

We are alarmed at the reports of the rebels in China, and agree with the American position that trade with the Chinese nation must be free and fair. Argentina realizes that it has a responsibility to maintain the principle of free trade that makes us rich, and we shall thus offer whatever help we can provide that is requested by the Chinese Empress. We must prove to the world that Argentina is a power to be reckoned with, a power that can maintain order in the world, and wish to extend our hand in friendship to the Chinese people. Accordingly, we ask the United States of America to allow us to cooperate with their troops and share their facilities for the duration of the conflict, for which they shall be appropriately compensated.

We also wish to secure our Platinean brothers in Paraguay and Uruguay from Brazillian economic and political domination. Only through close cooperation with your fellow hispanohablantes can we resist the imperial designs of the Brazillian dictators. Argentina will protect you from any and all threats issued by anyone with imperialist designs on South America.

Finally, to our brothers in Chile, we hope that all disputes between us can be settled justly without resorting to violence. Be that as it may, Argentina will not be cowed, bullied or intimidated. We shall fight to maintain our territorial sovereignty and pursue a fair and equitable path.

Fellow Greeks! Only two short years ago our forces were defeated by overwhelming numbers against the villainous Turks. Our men fought well, like true Greeks, yet the enemy were too many, and while we were ultimately defeated our efforts were not in vain, for the first time in centuries the island of Crete is ruled by a Greek! Yet the fact remains, we were defeated. It is not due to the failure of our loyal warriors that we were vanquished. It is not due to the poor choices of the leadership or the skill of the Turks. The defeat of our forces was caused by only one thing, the fact that they fought alone. Greece is not united and, until we are united, we cannot hope to stand against the Turkish hordes. Yet we cannot lose hope, as Leonidas and his 300 men held off the Eastern hordes at Thermopylae so too our loyal warriors held the Eastern Hordes two years ago, and as a united force of Greeks decimated the Eastern Hordes upon the fields of Platea so too will we defeat them on the fields of Greece and send them fleeing back to the lands from whence they came. So it was, so it shall be again.

As such His Excellency The Prime Minister has requested that our friends in Russia, Britain and France send a military mission to allow for the Greek Army to further improve upon her tactics and equipment. We hope that the governments of said countries will agree to our request and allow the army of Greece to further improve ahead of the final defeat of the Eastern Hordes. As regards the continued unrest in China Greece has decided to send a small force of 300 men to support the efforts of our allies in restoring order to the troubled nation.

With cautious eyes, the Empire of Russia looks towards our Qing neighbors, seeing the turmoil wrought at the hands of this "Boxer" movement. Reports of atrocities against Christian and Foreign elements match the harsh rhetoric of these Boxer dissidents and their repugnant goals, corroborating the chaotic state of affairs within the Qing Empire. Taking into account the presence of Russian peoples and interests within the Qing Empire, the Russian Empire must take a sound stance against the Boxer dissidents and call upon both those Powers affected by this danger, possessing their own interests that face encroachment, and the Imperial Qing government itself swift, and without hesitation, work to end this rebellion, lest it be allowed to enact its Terror anymore.

Thus, I present myself willing to spearhead talks between all afflicted and interested parties to deal with this Boxer incident posthaste in a manner able to effectively remove this xenophobic element with minimal loss of life and property. However, let it be known that the Russian Empire shall not forgo its own people and interests for the sake of diplomacy, and will be ready to defend itself from attack from Boxer forces. Talks between the Imperial Minister of War, Alexei Nikolayevich Kuropatkin, and myself shall commence immediately in the pursuit of a suitable assessment on Russian reaction.

The Kingdom of Portugal and the Kingdom of Spain have shared borders with each other for centuries. As such, it is the gracious will of King Carlos I, King of Portugal, to request a treaty with our Iberian brothers.

The Iberian Economic Cooperation Act​

I. The Kingdom of Spain and Portugal will be in an alliance with each other, to protect each other from foreign threats, and to expand economic investment in both countries.

II. An open border will be declared on the border of Portugal and Spain, allowing citizens of both countries to move freely between each country on the Iberian Peninsular, allowing Portuguese to find work in Spain, and Spaniards to find work in Portugal.

III. Spain will be allowed to invest her money in Portuguese industry, and Portugal may invest in Spanish industry.

IV. Spain will get be able to invest in the Crown Colonies of Portugal, including Angola, Mozambique, East Timor, and Macao. Portugal will be able to invest in Spanish Guinea and Morocco.

V. Spanish Ships may freely dock in Portuguese Ports, while Portuguese Ships may freely dock in Spanish Ports.

The Republic of Brazil was created as a haven of liberty and justice, and it will remain so in the future, I have made many promises to you my people, and I will fulfill all of them, hopefully bringing even more wealth to our nation, and to you.

The first matter I shall adress is that of the worrying events occuring in China. The Chinese Empess was one of the most enlightened people to exist in the history of the Qing Dynasty, seeking to modernize her empire, and to trade with the rest of the world by ending China's isolationist policy. However, as always, there are many primitive and uncivilized people eager to stall this advance and terrorize their innocent compatriots, causing chaos and destruction in vain. Therefore, if the Empress wishes it, we shall send an expeditionary regiment to help defeat this revolt. We condemn these so-called Boxers and we ask of the world to form a miltary alliance to stop this malice uprising and pacify the region.

In other matters, we are troubled by the recent accusation of the Argentinian mad dictator, accusing us of attempts of expansion on the South American soil. It seems he may have forgotten that Brazil wishes only peace in the continent, but will not be shaken by some insane man's words. And so I offer all our neighbours a hand of friendship and cooperation, that will surely be very helpful to everybody. We also encourage the King of Portugal to offer a treaty to their brethren in Brazil. We also welcome the United States to their quest of investing in our continent, which is full of possibilities of improvement and we shall help in any way possible if they decide to invest in Brazil.

Finally, we are happy to open our ports to trade with all nations in the world, and we encourage them to open embassies in Rio de Janeiro to help improve our relations and create new chances for our folks.​

Citizens of Belgium!

As the new century dawns we find ourselves in possession of a vast swath of Africa which has brought our nation much wealth and prosperity. We find ourselves with a strong industrial base that has allowed us to improve the lives of all of our citizens. We also find ourselves in a world more dangerous than its has been for many years. I have heard the reports of these "Boxers" in China who are attempting to purge the nation of any and all foreigners. Just as China has opened itself up to the rest of the world, uncivilized men within it attempt to shut it out once again and end the prosperity that trade and interaction with the nations of Europe has brought to its people. I hope that these atrocious actions are brought to an end soon and that forces of progress and openness are restored to a dominant position once again.

Belgium shall continue to expand the opportunities available to it, to find new partners in trade that shall bring further fortune to its land, and to maintain the policy of neutrality that has kept it from once again facing the horrors of war. The future is bright for our nation and I have no doubt that it will continue to be for many years to come.

The End of the Regency. God Save the Queen!
1899​


Just over a year ago, in August 1898, H.M. Wilhelmina entered her majority, marking the end of the Regency of her mother, H.R.H. Emma. Queen Wilhelmina succeeded her father, H.M. Willem III, the late King of the Netherlands, at the tender age of ten, and has now commenced her reign, in her own right, as Queen Regnant of the Netherlands. Her ascension to the throne, however, transpired due to an unforeseen set of circumstances.

With the Laws of Succession as set out in the Constitution of 1848 establishing a system of male-preference cognatic primogeniture, and with H.M. Willem III siring three sons, the States-General scarcely imagined that a woman would have a place of any significance in the line of succession to the Dutch throne.

King Willem's three sons, none of whom outlived their father, inherited their father’s licentiousness but not his longevity. The young Prince Maurice fell victim to meningitis, Prince Alexander succumbed to typhus, and Prince Willem, the most avid hedonist, died from sheer exhaustion. The rapid death of so many princes would have been regarded as something of a crisis had the States-General not been confident that the king would just as rapidly father more sons.

It was only upon the death of the late king, at age seventy-two, that all hope of a male successor was abandoned. Indeed, even in the years when most men had long forgotten the ardent passions of youth, H.M Willem III had been more than able to beget male offspring.

Notwithstanding his virility, it was all too apparent that the monarch had little interest in his longsuffering wife and chose instead to expend his energies in the pursuit of debauched pleasures in the company of women who, by even the most generous assessment, could not be regarded as appropriate companions for a crowned head of Europe.

Extending to the late king and princes the courtesy that ought to be accorded to the deceased, we shall seek no further to disclose their shortcomings, and shall simply describe their all-too-brief lives as decadent. Nevertheless, it would not be remiss to state that there is some blessing in this brevity, for from the unanticipated expiry of the male-line of the House of Orange, the Kingdom of the Netherlands has, by Divine Grace, found the flower of pious virtue in the person of H.M. Wilhelmina.

The nineteenth century has provided us with the example of two young queens: H.M. Queen Isabella II of Spain and H.M. Queen Victoria of Great Britain & Ireland. It is the hope of all Dutchmen that our queen will follow the example of the latter rather than the former, and grow ever-steadier in her sureness of touch and grow and enjoy the ever-deepening affection of her people.
