Maryino Commonwealth

The following are recorded transcripts of a meeting of the Council:

“Expansion, it is what makes the difference between us and the many failures of the Metro” said Arbiter Alexander. “But how can we continue to expand without knowledge, without education? Though the Old World has died, the saying ‘knowledge is power’ is still true today. If it were not, we would not have guns and ammo to kill the bandits and mutants of the Metro. That is why building a mutant study station in Maryino so key to the continued success of the Commonwealth.”

“I think we can all agree Arbiter Alexander”, said Councilwoman Sarah Abdulova, “the importance of studying our enemies.” The councilwoman paused to scan the rest of the table containing the rest of the members of the Council. After seeing several nods, Abdulova continued. “But are you stating that you wish to set up a full-blown educational system with a school, tests, homework, and the like?”

To which Arbiter Alexander replied “Not at the present, no. We have a shortage of building materials at the moment. However when such a shortage is resolved, I would very much like to begin the construction of a school. Nearly an entire generation has grown up in the Metro without an education; I would like to avoid a second. We have a person who was a teacher in the Old World amongst our citizenry, and she is more than willing to pick up her old profession. Now obviously we will not be able to be as fancy in educating our youth as is possible in the Old World, but we will be able to successfully educate our children nonetheless.”

“Very well, I think this Council has heard enough to make a vote on the matter”, said Councilwoman Abdulova. After not hearing any opposition to her call for a vote, the Council voted. The Council voted unanimously to approve the Arbiter’s actions.

-Use all soldiers (should be 20) in the Maryino-Bratislavskaya tunnel to occupy Bratislavskaya Station
-Assuming Bratislavskaya Station has been successfully occupied, send 30 civilians to Bratislavskaya Station. Then use the civilians in Bratislavskaya Station to gather resources from the Maryino-Bratislavskaya tunnel.
- If resources allow, build a Mutant Study Station in Maryino
- If resources allow, build a Tavern in Maryino


“Now tell us Arbiter, what news do you bring of the Metro?” This had come from Vladimir Fedotov, the oldest of all the councilmembers.

A small smile showed on Alexander's face, not because anything Fedotov had said was a joke, but since the Commonwealth was so far removed from the doings of other stations, it's only source of “news” were rumors from the Tunnel-goers. Tunnel-goers was a local name that had been applied to those that traveled around the various titles of the Metro that only came to a station every now and again to trade resources. Everything the Tunnel-goers said was carefully considered, after all, at the very least some of the information would be wrong. But for this month, two things were clear.

“Apparently a station on the ring that was following the communist ideology was overrun by mutants. Additionally, it appears a new nation calling itself ‘The Reclaimers’ has been formed in a station not very far away from us.”

To which Fedotov replied “So you are telling us one station has fallen into darkness, and another has arisen from it? What information do you have on these ‘Reclaimers’?”

“Other than this nation seems to be led by a man named ‘Seeker ’, we do not know much else. Therefore I would like to request that the Council allow me to send a representative to this new nation. To determine if these people will become friends or foes, and see what sort of diplomatic arrangements can be made with this station.”

The Council quickly voted on the matter, giving Arbiter Alexander permission to send a representative.

The Maryino Commonwealth sends a representative to The Reclaimers. His mission is to find more about The Reclaimers and to see if other diplomatic arrangements can be made in the future.
 
March 9th-March 21st - Commune of Democratic Socialist Soviets

The next stop is Dobryninskaya, the capital station of the Commune of Democratic Socialist Soviets. It is a socialist democracy, with three main functions of government. These are as follows, diplomacy, production, and military, run by Trotsky Marx, Alexei Gorbachyov, and Anna Kurdin, respectively.

The government seems to run on Athenian democracy. I was able to see it in action, and it is much more transparent than some of the other stations I've visited. I was allowed to see pretty much every part of the process. Most of the process takes place in People's Square, which seems to be the center of the democratic process in Dobrynskaya. There is a large podium in the center, where people raise the issues and make speeches. Meanwhile, there is room for a lot of people to be present in the process. First, an issue is brought up by a citizen. It is discussed in a few meetings over the better part of a week. This is where the ideas are refined into something that can be voted on. Finally, a vote is brought up and people decide on whether to implement the new idea or not. Any citizen is able to vote.

The main problem I've seen, at least from the time I've spent in the CDSS, is that the process is very slow. Things can take weeks to can fully resolved (more than one vote may be necessary if the first fails), and the emphasis on transparency doesn't always help. I haven't been around for any of the bigger votes, but the people I have talked to have said that some of the bigger debates devolve into little more than shouting matches after awhile, and nothing is able to get resolved. I've also noticed that there is no defense against bribery and fraud. Many of the people I have talked to don't mind, they don't feel fraud protection is necessary in such a small community. I admittedly haven't seen enough of the community to decide if this is naïve or not. Only time will tell, I suppose.

One of the odd quirks of the station is its socialism. People are given jobs that they have demonstrated an ability to do, without any consideration of interest in the job involved. You can only change jobs if you can display a talent for the job, which makes it very hard to switch. It is too early to tell if this has affected production in any significant way.

The people here seem fairly fond of their democratic and socialist system in general. Any grievances are brought up before the people in the People's Square, and that seems to be a good way to keep any unrest from boiling over into rebellion. That said, the CDSS is currently in peacetime, and the lack of a central authority may be a fatal weakness in times of crisis. The government hasn't encountered any real crises yet, and this may change the government structure some as time goes on.

The diplomatic head (and unofficial leader) of the Commune is Comrade Ambassador Trotsky Illiach Marx. He, being the diplomatic leader of the CDSS, goes to a lot of meetings with other leaders to discuss the politics of the region and make alliances, the most recent of which being a bid to join the Kultury Confederation. His job is made much more difficult by his reputation for being unwilling to work with people who don't share in at least some of his beliefs. Given that both democracy and socialism are somewhat rare in the Metro, this can be quite limiting. He also greets visitors to Dobryninskaya, when he is not away, hoping to make them welcome in the station. I myself was greeted on the way in.

Marx is something of an anomaly in the Metro. While he does promote expansion, he believes it will happen through popular revolution at the other stations to install CDSS government there. He plans to do this by making Dobryninskaya (and any other stations that are taken) a beacon of education and prosperity. I believe this may be wishful thinking on his part, but I would be interested to see how this resolves later on.

The Comrade Minister, Alexei Gorbachyov, heads the production division of the CDSS. His unwavering insistence of being a man of the people has made him a lot of friends in the station, but a lot of scorn in the government. He seemed to me to ask the people's opinion and approval on everything he did. The people (or, at least, those who chose to show up) seemed to enjoy being part of the process. This did make building projects and changes in production take a very long time to implement, hence the scorn I spoke of. Nevertheless, his focus on development had made him the best man for the job, at least in the eyes of the people.

The head of the military is Comrade General Anna Kurdin. I find a quote from one of her subordinates, Captain Yumashev, sums her rise to power better than I ever could. "When your competition killed an entire pack of Nosalises with a Bastard Gun by herself, having to kill the last one with nothing but a knife, coupled with being able to kill a Nosalise from the better part of a kilometer, there's no competing with that. You win." This story is true, Kurdin defeated half a dozen Nosalises by herself at one point. She holds immense respect from the military and the people for that act alone, but her strategic prowess also should not be denied. She seemed to be the best for the job, so it was no surprise she got it.

Kurdin is very understated, preferring to tend to military matters that to worry about civilian affairs. She has been described as standoffish for this very reason, among others. She does do well take care of the military, however, and she is very vocal when pushing for separation between the military and greater government affairs. When I was interviewing her, she described her greatest worry as allowing military personnel to be replaced by vote.

Perhaps the most vocal critic of the government is Sasha Putin, who used to be a writer before the war but now spends some of his time teaching and some doing menial labour. He disagrees with some of the governments policies, and in several issues is an informal leader of the opposition. He dislikes the expansionist bent a few of the citizens are proposing, and is somewhat frustrated with the diplomatic direction the CDSS is heading in as a whole. He believes that the democratic system the CDSS has would not translate well to more than one station, and the socialist system would get harder to implement as well.

Overall, I believe that this nation is quite strange, and some of the ideas presented here will need much further testing to know if they could work effectively. That said, the people seem to be fairly content and well fed, and for now, that seems to be enough. I would be very interested in coming back and seeing the extent to which the CDSS has changed.

The envoy then begins the journey home.

well, this is sad. But it was a very good game. Of course there is and will always be some sort of criticism. But I liked to be a part of it(even if I was kind of 'not so smart' one time, *looks at Baboush*)
