After carefully considering the treaty proposed by the good king of Prussia, Frederick III, I am deeply sorry to say that I have come to the decision that such a treaty is not in the best interest of the South German Confederation at this time. I am afraid that I did signal that I may be willing to sign such a treaty, but only upon later consideration did I realize that I could not agree to it. Again, I apologize deeply for this, as I do wish for peace between the German people, but I cannot put that above my duty to my king and his people. I hope that the king of Prussia understands, and I wish him no ill will in the world. I pray that relations between our two states can still remain friendly and free from animosity.

The Rise of The Tripoltarian Nation
A History

The year 1880 started with much flair and pomp in both Europe and North Africa, with the tensions that had run rampant through the century seemingly forgotten in what was then known as the year of peace. With it came increased profits, the new music known as 'ragtime', and the coronation of several new rulers of various nations. In January, the creation of the Central Powers* with the Austria-Prussian pact and the French dominated Entente* with the signing of the Franco-SGF pact led to the belief that the nations of central and western Europe were finally settling their differences. This increased sense of security led to greater immigration and trade between the pact members, leading to a increased wealth that was spent lavishly on a number of national projects.
Hoping to emulate this success, the Ottoman Empire declared the opening of the first Constantinople Convention, inviting members from the Balkans and North Africa to take part, which will be discussed in much greater detail in chapter 2.

Sadly, this new found wealth was not shared in Tripoli, which remained poor and unindustrialized. The nation, which had been ruled over by zealous conservatives and guaranteed by the Dutch government, had seen little reason to modernize the military, industry, or any portion of society at all. During a census conducted in 1860, barely 7% of the non-clergy population could read adequately, and and 77% of the population couldn't read at all! Of those that could read, most were the clergy or ruling elite, with much of the clergy also taking the added role of administrator[1]. The Tripoltarian government was, for all intents and purposes, a puppet of the Kingdom of Holland, being entirely reliant on the Kingdom for its national defense. This led to the system of concessions which dominated Tripoli's economy, starving out any Muslim businesses.[2] Domestic journalists clamored for reform, but the low literacy rate made their impact on Tripoli's society all but mute. Their impact on the ruling classes, which benefited from the rampant corruption and nonexistent taxes among the rich, saw little benefit in reform. Foreign encroachment into Africa, while alarming to some within the government, was nevertheless largely ignored. In the south, the tribes of the desert were a constant Nuisance, draining the little economy the south had. Feudalism, tribalism, corruption within the cities was rampant, riots were a daily occurrence in some areas, the military was in shambles[3], and famine a part of life. This was the state of the nation Selim ibn Ahmed as-Senussi inherited.

[1] The Benghazi reforms of the mid-fifties theoretically separated these roles, but in fact the ruling government did little to enforce it.

The Egyptian delegation speaks up

"On behalf of Egypt I accept these principles. The only caveat that I am bade to announce is that the khedive of Egypt, Tefwik Pasha, still hopes for a resolution to the matter of the Sinai peninsula. The Egyptian claim to this land is based on the many centuries during which the peninsula was administered by Cairo. The land is simply desert, and surely of no worth to anyone else, but it holds symbolic value for the people of Egypt."

"The Principality still desires land either in Albania, or from Austrian occupied Croatia. Will said land be given, assisted in procuring as part of your treaty, or will we simply continue being trapped in between the Turks and Austrians?"
 
"We had not contemplated unilateral concessions of territory in either case. In the Sinai, our degree of involvement in the area depends largely on whether or not a Suez canal project goes forward, as per our private discussions with Egypt.

As for Montenegro's ambitions, there is the question of the interests and welfare of the Sultans subjects living in the territory in question, as well as the fact that Montenegro can offer fairly little in the way of compensation. However in the spirit of mutual advancement and friendship, HSIM Murad V has authorized the guarantee of duty free access for Montenegro to one or more of his Adriatic ports, as well as other measures that may stimulate cross border traffic."

That the nations that are represented here should undertake to lower barriers to trade, such as tarrifs and any legal restrictions to property ownership.

That the nations here represented will undertake practical measures to stimulate cross border trade, such as agreeing to a shared standard gauge for railways and mutual access for commercial airships over their territory.

Today, fellow South Germans, I am pleased to announce a treaty of mutual cooperation between our nation and the Ottoman Empire. This treaty will open up boundless new investment opportunities for our people, as well as give us access to some of the natural resources of the Turks' exotic lands. My hope with this treaty is to boost our nation's economy while aiding our new Turkish friends in advancing into the new technological age we currently enjoy.

Munich-Constantinople Cooperation Pact

1. The South German Confederacy will send fifty military and twenty-five technological advisers to the Ottoman Empire.
2. These advisers may be used as desired by the Ottoman Empire, so long as their safety and well-being are respected.
3. Advisers may be replaced as needed in order to sustain the stated amount.
4. The Ottoman Empire will enable South German investors to purchase land in the Empire at two-thirds regular price for the purpose of developing said land.
5. The Ottoman Empire will lower tariffs and other economic barriers to one-fourth their current amount with regard to South Germans.
6. The South German Confederacy agrees to work in general towards the modernization and industrialization of the Ottoman Empire.
7. The Ottoman Empire agrees to, in general, make it easy for South Germans to purchase land in and invest in the Ottoman Empire.
8. The Ottoman Empire agrees to respect the territorial integrity of the Kingdom of Greece so long as the Kingdom of Greece does not support dissent in or attack the Ottoman Empire.
9. This treaty may be amended with the consent of both signing parties.
10. In the event that either party wishes to end this treaty, one year's notice must be given, after which the treaty is considered null and void.

King Joseph's rolling baritone echoed through the hallway, and the Crown Prince could hear the creak of his father's favourite armchair struggling to support his immense girth. Evidently he was still discussing the matter of cousin Charles' gift to the Queen of Sweden, which had quickly made the rounds throughout the Bonaparte courts of Europe. Although the House of Bonaparte was one of the largest and most powerful of Europe's dynastic families; her head still took great pains to maintain a sense of family and interconnection down from the highest Emperor to the slew of minor Italian nobles who made up the 'rank and file' equivalent. As a result not only was the family able to develop a cohesive political bloc of self-interest, but news and rumours about one another spread faster than syphilis through Amsterdam (that one courtesy of cousin Emilia, Countess Parisiani) and King Charles' amateurish attempts at the art of romance left a third of the sovereigns of Europe breathless with laughter. Crown Prince Victor himself had had a good snicker over it, but it was the King who seemed most bemused.

Victor counted the steps as he approached the royal office. He disliked the Royal Palace and he especially disliked this hallway, which seemed loner every time he went down it. He far preferred the comforts of the his own palace on the outskirts of Athens; it was smaller and he was able to more easily entertain guests. Like any unmarried young man of wealth and pedigree Victor had his fair share of amorous adventures with eager young women looking to advance their station, but none of them had quite lasted into courtship. He was also keenly aware of the Catholicism which he had inherited from his mother which tore at his conscience for every one-night affair and oft promised himself that next time, he would marry her. That time had yet to come. And yet he did know that when it did he would treat her better than Charles treated Josephine. In fa-

Crown Prince Victor hit the door of his father's office with a solid thunk; having been too busy with his internal reflection to notice he had reached his destination. Surprised, he stepped back and then slipped on the polished marble floor. With a sharp cry he felt his legs abandon him and was soon sprawled like a fool in front of the door. Cursing quietly under his breath Victor got to his feet and picked up the reason for his visit to his father off of the floor before knocking curtly on the door.

"I have to go Louis, there's a matter for my attention it seems. Mhm, give her my best. Adieu mon ami."

His father placed the receiver back in its cradle and Victor could hear him chuckle to himself with the fresh recollection of the family's recent scandal. He watied for a few more seconds and then entered before his father had a chance to invite him in.

"Father, what is this?"

"Good morning to you too, Victor."

"That was not an answer."

"That's because you know perfectly well what it is"

"But why was it on my desk?"

King Joseph appraised his oldest son with a quiet look and waited for the silence to confirm what the Crown Prince must have feared. Both he and his wife had been growing gradually more concerned with the profligate nature of their eldest; and the conference in Constantinople, they decided, would be a perfect opportunity for the Crown Prince to become both more mature and more experienced in the service of his country. His son gazed down at him for a few minutes before his eyes widened in horror.

"Surely you can't be serious!"

"I am serious. And don't call me Shirley."

King Joseph ignored the frozen glare that his joke had earned him, and continued on:

"In fact, I was just about to call you. Your flight leaves in an hour."

"What?!"

The King cut and lit a cigar, motioning to the door. The Crown Prince could only glare as he went off to prepare for the trip.
