Birth of a Prince

On the tenth of May, 1907 Prince Alfonso Pío Cristino Eduardo Francisco Guillermo Carlos Enrique Eugenio Fernando Antonio Venancio was born, securing the succession to the Spanish throne. Though joyous celebrations were thrown due to his birth, many questions as to his future were asked as well, for the boy had inherited the sickness of haemophilia from his mother, Queen Victoria Eugenie of Spain.

Still, despite his misgivings, King Alfonso entitled the son his heir and granted him the traditional titles of the Heir to the Spanish throne: Prince of Asturias, of Girona and of Viana, Duke of Montblanc, Count of Cervera, and Lord of Balaguer. The King forbade from creating the boy his own household however, decreeing he should be kept with his mother and father so that the lessons of the past century would not be forgotten.
 
Treaty of Edirne

1. All signatories agree to cease all hostilities by the 21st of February, 1908.
2. The Prince of Bulgaria, Ferdinand, shall resign as Governor-General of Eastern Rumelia immediately, with full control of the province returning to the Ottoman Empire.
3. The Bulgarian Principality will pay 500m (stat) dollars to the Ottoman Empire, with 5 payments of 100m (stat) dollars every year for the coming 5 years.
4. The Ottoman Vizier will remain in Sofia to advise on Muslim affairs.
5. All Muslims in the Principality of Bulgaria will be exempt from forced military service.
6. All prisoners of war from the Bulgarian Army will be returned to Bulgaria, and all prisoners of war from the Ottoman Army will be returned to the Ottoman Empire.

Days after this, Ferdinand I formally abdicated the throne in-favour of his 14-year-old son Simeon. Due to his lack of majority, Ferdinand I made it clear that general Racho Petrov would act as regent until Boris had reached 21 years of age. Ferdinand would retire to an estate in Tsarytsin: under the title of "Prince of Tarnovo", as his predecessor had.

2. The Condominium of Bosnia and Herzegovina, including Novi Pazar, will be ceded to the Austro-Hungarian Empire.
3. The Kingdom of Albania will be established, under Ottoman vassalage and protection.
3a. Prince Vittorio Emanuele, Count of Turin, will be offered the position as King of Albania.
3b. See annex A for the borders of the Kingdom of Albania.
4. All prisoners of war will be freed and returned to their country.

However there is much work to be done. A great project is in the works, which will provide power to our poorest, giving them life and light! Our plan? To build the world's largest hydroelectrical dam on the Danube! The resulting reservoir, which will be Lake Franz Joseph, will provide water for irrigation across all of Banat. Furthermore, it can be provided to our Serb friends across the Danube in times of crisis.

But there are issues at foot. Traitors are within and without, that seek to undermine the stability of the nation! We see traitors, mechanisms of foreign powers, seek the disestablishment of this fine institution! The NDUP, with their manifesto of Prussian dominance, is unadulterated treason! As such, with the power invested in me by his Imperial and Royal Majesty, do hereby declare this body illegal. Any members that continue to confess their treasonous loyalties to this body will be punished to the full extent of the law.

Furthermore, we see that the Hungarian transgressions in Sandschak to be too blatant to ignore. A reign of terror, unfitting for subjects of his Imperial and Royal Majesty, has been enforced. As such, I will hereby move that the Duchy of Sandschak be incorporated into the Condominium forthwith, with a joint administration to ensure that our governments cannot abuse the populace to such an extent again!"

After a great deal of heartfelt prayer, deliberation, and consultation I humbly accept the offer of those Powers. I trust in God to know that under my reign, and subject to the conditions of the Treaty of Sarajevo, Albania will flourish; taking her rightful place in the symphony of European nations. And finally I extend to the Albanian people a promise: I do not come to reign over you as a foreigner; I come to reign as a friend and as a countryman. I promise that henceforth I am no longer an Italian, but an Albanian; and will do all in my power to see the prosperity of our nation.

The appointment of Reyes to the cabinet itself earned him the ire of los Cientificos, but that ire only intensified when it proved he had the ear of the president and even worse, was successful in his first major project; rolling out a national workmans compensation law. Therefore, when Reyes suggested expanding a tweak to the tax laws - something that would likely amount to little more than a publicity stunt - to a full blown reevaluation of porfiriate policy, and the President acquiesced, the group, headed by its political leader, treasury secretary Limantour resolved upon his removal.

Thus Limantour and other prominent members of the group met with various members of the congress of deputies and gave them the backbone to vote down the President, assuring them that he would not be at all wrathful at this occurrence. Of course, the financial incentives provided by the companies affected by this law only stiffened it further. This deed done, they then set about persuading the President that this had been a fool's errand from the start and that full responsibility lay with Reyes. The aging president evidently agreed with them to some degree, as Reyes was dismissed from the cabinet shortly thereafter.

This was not solely about policy, of course. As Díaz prepared to enter his 78th year and sought election to his eighth term as president the thoughts of his inner circle naturally turned to the presidential succession. Much of the talk revolved around reviving the office of the vice presidency so that there was a natural successor in place with an electoral mandate should Díaz meet an abrupt end. Los Cientificos’ preferred candidate, the current Interior Secretary, Ramón Corral was widely maligned by the public, but this didn’t stop him being pushed for the office, Limantour himself being born a Frenchman.

Not utterly disgraced, Reyes returned to his former position as Governor of Nuevo Leon and the unofficial one of Díaz’s ‘man in the north’; where he laid to rest disputes between differing factions of the region’s elites. Whether his national career was finished remained to be seen, as he retained popularity amongst many of the middle and upper class, which had only been augmented amongst the lower classes by his most recent exploits.

The restoration of peace and imminent victory against the invaders warms the hearts of all true Ottomans. However, the existence of the so-called "Greek legion" on the Eastern Rumelian front has sparked some confusion in the Sublime Porte. This matter will be investigated, thoroughly.

The Emperors Directives


With the war raging across the Balkans coming to a close and with Macedonia in revolt, it has become evident that reform is further needed in the Ottoman Empire. Recognizing the necessity of reform within the Ottoman as evident by the ongoing crises within the Balkans, the Russian and German Empires have worked jointly to issue these points with the utmost stressing.


1. The Ottoman Empire must recognize the unique needs of the Christian peoples of the Balkans
2. The Ottoman Empire must satisfy these needs through immediate reform
3. These reforms must serve to promote self-rule and autonomy among their Christian subjects

The Russian Empire endorses the the Directive jointly created with the German foreign ministry; we support wholeheartedly the fair treatment of the Christian peoples under the Ottoman realm and no such treatment can truly be claimed to exist while their implements of self-rule are hampered. One cannot deny the Christian peoples of the Balkans - the Bulgarians, the Serbians, and so on - are set apart from the other subjects of the Sublime Porte, possessing a spirit that cannot be shackled in perpetuity.

With this in mind, we firmly condemn the 'Treaty of Ankara' and 'Treaty of Edirne" as documents that only serve to perpetuate the very same conditions that acted as catalyst for the ongoing crisis. In the strongest terms, we ask a swift repudiation of these irresponsible agreements and the renewal of peace talks that involves the Great Powers of Europe, for it has grown apparent that their interests in stability far exceed the incapable government of the Ottoman Empire in ensuring long-term peace.

Directly to the Sublime Porte, we stand ready to offer any assistance needed in the advisement of reform efforts.
