I noticed in the character_names file that some names are repeated for the same culture. Does this increase the chance of characters receivng that name?

Yes. All elements in the list have equal chance of being picked when a character is born, so the names that have multiple occurrences have a higher total chance.

AFAIK, DNA and name of parents is really related to children's names, however. I think there was thread about this subject on this forum...
