Game crash on starting a new game

Please explain the issue you experienced in the most condensed way possible
Can not start a game. It crash on starting (initializing game). Gamemode does not matter. Turorial, Sandbox and Missions are crashing.

Please explain how to reproduce the issue
Install Victoria III and try to start a new game.

Is there anything else you think could help us identify/replicate the issue?

I see some bluescreens in there but nothing to do with this game as such. Is there really nothing in its /logs/ folder?

Has this game ever worked on this machine? Or never yet?

Right click on victoria3.exe , properties, compatibility. Tick "disable fullScreen optimisations" untick every other box in that dialog, Apply and exit.
Then in the launcher Game Settings menu, select fullScreen display mode, Vsync off, refresh rate 60. Any different?
 
It makes the system.log file but does not populate it, a very odd place to fail given that (as I understand it) you get to the main menu okay, is that right?

Is it any different if you run Victoria3.exe directly from File Explorer?

If you run any antivirus then immediately disabled the antivirus and manually delete the program installation log file.
