Game crashes when a player joins my server

Description​

When any player attempts to join the server I'm hosting, the game will crash to desktop. It doesn't matter whether the other player joins through Steam or joins through the EU4 server browser. The bug also causes the other player's game to hang indefinitely.

Steps to reproduce​

1. Open the game.
2. Click "Multiplayer"
3. Click "Host Game"
4. Configure server in any manner and click "Host". I've tried a password, no password, public/private. The game crashes in any case.
5. Have another player join the game.
