After loading graphics my game crashes and sends me back to desktop. I followed the guide for this specific problem and did a clean reinstall, after which the game worked one time and then gave me the same problem.

The game used to run perfectly before it started crashing from one day to another. I have no mods installed, and I am using 3.1.0
 
Can I ask why you are using 3.1 instead of the current patch 3.3 ? Usually running old mods is the reason for that ...

Anyway here is my process for a clean reinstall:


- move any valued save games elsewhere
- "uninstall" in Steam-CK2
- manually delete both the Steam/SteamApps/common/CK2 AND Documents/Paradox/CK2 folders
- re-install game in Steam, run a Steam Verify when done.
- add ck2game.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.
- start the game with no mods active and test

In particular make sure there are no files or folders left under either the Steam CK2 or Documents CK2 locations, before installing again.
 
My bad, I'm using 3.3 not 3.1.

I did a clean reinstall again following all of the steps you listed yet the game still crashes.

Maybe it could be one of my saves is corrupted? I doubt so because I could play it yesterday when I reinstalled.
 
Move all the saves out and try the game again - any different?
 
Do EU4 and HOI4 still run okay?

DXDIAG is a program you run from a command prompt or the Windows start menu 'run' dialog box (or 'search programs' in Windows 7 or later). After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach your Documents/Paradox/CK2/settings.txt
From your Documents/Paradox/CK2/logs/ folder, attach system.log .
 
As you only have 4gb of system memory I'll almost bet the game is running out of available memory. I'd start by updating that video driver to the latest and last for that card under Windows 8.1:

Then exit every other app and process possible before you start this game.
