Short summary of your issue

Victoria 3 won't launch, crashes in the first loading screen. Logs reveal that it crashes when loading shaders

The game crashes when I launch it

Is there anything else you think could help us identify/replicate the issue?
The problem started when I had to install dualboot Ubuntu to my computer, before that the game was running fine
I have tried:
  • re-installing the game twice
  • Installing older versions of the game (1.5, 1.4)
  • Verifying game files
  • Increasing page file max size to 32gb
  • Running the game from steamapps/victoria 3/binaries and setting it to compatibility mode for win8, running it as administrator, disabling full-screen optimization and running it windowed with a smaller resolution. I have tried almost all combinations of these.
  • Re-installing visual c-plusplus redistribution, re-installing dot net frameworks
  • Following instructions from other threads similar to mine

I doubt this has anything to do with your dual boot setup. Form that error log it is a video mmeory issue:
[13:34:39][gfx_dx11_pixelbuffer.cpp:178]: D3D error: hr returned: Not enough memory resources are available to complete this operation.
The minimum VRAM requirement is 2gb and you have 4gb, but OTOH the recommended is 6gb.


DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here. IF it fails to attach here, rename it to dxdoag.log first.
 
Hmmm, I now think this is a more general memory problem; please expand your Windows paging file maximum size to 32gb
AND exit every other app you can before starting the game.

I've already expanded the paging file max size to 32gb, following the same link. I've also exited all other apps, the game still won't start.
But from your dxdiag:
Page File: 6211MB used, 9935MB available
You've expanded it since you posted that?

If so I guess the problem is elsewhere, but I'm not sure where yet. Let's try a clean reinstall of your video drivers.

- uninstal with this tool https://developer.nvidia.com/cleanup-tool
- reboot
- install June 2024 https://www.nvidia.com/Download/index.aspx?lang=en-us
- reboot again
- if GeForce Experience starts running now, unload it before trying the game

My bad, I had set the max paging file to 32MB instead of 32GB, it probably reset itself to some default. When I now actually set it to 32GB, it runs again but only throuch binaries -> Victoria3.exe. When trying to launch it through steam I get the exit code null, check visual c++ and dot net error. I have repeatedly re-installed the visual c++ and dot net frameworks but the error persists. I currently have NET SDK 8.0.302 (x64) and Microsoft Visual C++ 2010 x64, x86, 2015-2022 x64, x86, 2013 x64, 2012 x64 and 2008 x64 listed in my windows apps and features. It would be fine to run the game through binaries but the DLC's are not active that way.

Forget the VC++ and .NET stuff. That is a standard message the launcher puts up, as a best guess - it has no way of actually diagnosing what prevented the game from running. And if that were the problem, you couldn't start the game with victoria3.exe either.


Can I get new copies of dxdiag and those files from your OP here please. Plus in this folder are some .log files:
C:/users/{userName}/AppData/Local/Paradox Interactive/launcher-v2/
