Game fails to create savegame

Description​

Game fails to create savegame,after disabling mods and verifying game file integrity.

Trying to disable and enable steam cloud yields no change in behaviour, this error was not present prior to Sphere of Influence (1.7)

The drive where the saves are placed has over 300 gb of free space
File permission issue seems strange since nothing has changed from my part prior to this error
Antivirus enabled is Windows Defender and that has not flagged anything from Victoria 3 earlier.
Game file corruption could be cause but Steam says integrity is a-okay.

Steps to reproduce​

Might be hard but playing after this save yields "fail to create savegame " after ticking over to the next month.

That issue is almost always an antivirus app getting in the way, OR running low on available memory.

For the latter case, please expand your Windows paging file maximum size to 32gb

Optional: Increasing the paging file size on Windows computers

On computers that have 8 GB of RAM, the suggested paging file size is 16 GB.

AND exit every other app you can before starting the game.
