Game over when moving capital to a temple holding as tribal government

Description​

In the saved file Im playing tribal goverment and trying to move captila to a county with temple holding, in my case either Munster or Panderborn. Both lack castle or trible holding. Once the capital is moved on either of thouse countries a game over screen appears.

Steps to reproduce​

Play as tribal goverment
Hold a county with temple holding without castle or trible holdings
Move capital to temple holding
Unpause and wait 7 days
A gameover screen appears
