Game refusing to start with or without lancher

I have owned Stellaris for years and played it extensively on this machine. I Haven't played any Paradox games in a while (Shameful, i know!). Wanted to play a round of stellaris and got the "An error occurred, Launching the game failed" message. I have tried everything i have read in the forums:

- Clean install having made sure all folders are deleted
- Verified files
- Checked and updated windows / Drivers
- Borderless and windowed launches
- Removed all mods
- Set an exception on NORTON for Stellaris.exe (never was an issue for before)
- Attempted to start stellaris.exe as an admin, button appears on the bar for a couple of seconds and stops... game fails to launch without error messages.

Then tried to Run HOI IV, or EU IV and failed.

What should i do next?

- uninstall it and all other nVidia software
- reboot
- install late June 2022 https://www.nvidia.com/Download/index.aspx?lang=en-us
- reboot again
