i press play on the game, it syncs for about half a second then stops and nothing happens, this has happened with another game ( Mount and Blade Warband ), is this a steam issue? or has something not installed right?
 
Has the game ever run okay on this computer, or never yet?

Does HOI4 run okay on it?

Please look in Documents/paradox/ck2/gfx/flags/ folder. There should be two .txt files and 3 or more .tga files there.

If there are no .tga files there, that is the problem. An antivirus app is getting in the way of the game creating those files. Avast and AVG are famous for this. Avast and AVg are th emost common causes.

Either you need to unload that AV app then run the game so it can make those files, or we have to make them separately. Sometimes users have installed the game on some other computer, let it make those files, and copy them across.

Not yet.

HOI4 used to run, but there's been issues with the c++ thing, i've tried to reinstall but it works once before going back to square one.

I went to documents>paradox interactive, but i couldn't see any other file apart from HOI4

I don't use avast, I just use the regular windows defender, i do have mcaffee but it's not active.

I've tried validating the files and it says there are fine, but they're still not in the paradox interactive file.

This is almost certainly WD or McAfee or both. With WD if you have the Controlled Folder Access feature enabled, the game .exe files have to be added to the "Apps Allowed Through" list in that feature.

And inactive AV apps are usually actually active to some degree. Use Notepad to make a new text file called userdir.txt in the Steam CK2 folder where ck2game.exe is. In that file place a single dot, save and exit. This tells the game to write the user files right there instead of under Documents.
