Game won't get passed splash screen on xbox one

Please explain your issue is in as much detail as possible.
I just bought this game today for Xbox One (digital download). I started playing fine, deleted my first city, and then exited the game. I came to play again later and I could not load past the splash screen. It looks like a similar incident as to here: https://www.reddit.com/r/xboxone/comments/8hlt0n/tech_cities_skylines_wont_start_anymore/
I tried uninstalling the game completely from my xbox and reinstalling but that did not help at all. If I can't get this fixed I would like a refund as I can't even play.
*Update*
I tried uninstalling again and reinstalling. It says the game is downloaded from the Xbox Store but now it does not appear anywhere under 'My Games/Apps'. I can't launch/uninstall/install. My only choice would be to factory reset my xbox it seems at this point...
*Update 2*
Doing a Console Reset w/ Keeping Apps/Games fixed all of the above issues if anyone runs into them.
Can you replicate the issue? If yes, please explain how you did it.
I'm not sure I could recreate it, seems like something with a save game might be corrupt or something even though I uninstalled it from my Xbox
