None of my garbage trucks from the incinerator are spawning and my city is going bad. Please help if possible. I think it is a bug that paradox needs to fix on PLAYSTATION 4

Check your roads forstake sure they aren't on one way streets
I have a similar problem in Xbox granted mine was the roads at first but for the amount of incinerator plants I have k still have garbage backing up
