Garbage collection ignoring certain buildings

Steps to reproduce​

Not sure what is producing the issue.

Expected Result​

Garbage collection reaches all buildings within radius of the Industrial Waste Processing Site Building.

Actual Result​

Garbage is not collected for residential buildings, and schools along pedestrian streets, and the hospital/battery stations are ignored entirely (The battery stations are literally right beside the Waste Plant).

Additional Information​

Residential buildings, schools, battery stations and the hospital are being ignored by garbage collection trucks. The trucks will start going down a pedestrian street, then turn around and go back before they reach the building. Every. Time. They are not full. The Industrial waste processing site nearby is only sending out 20/250 trucks at any given time.

Deleting affected residential buildings seemed to fix the issue temporarily, as the truck routes seemed to correct their routes with the new buildings, but the issue soon returned.
