Getting a debuff from an event that should give a buff

Description​

When using the decision 'select grand vizier' that Persia unlocks via missions, if you click one of the clergy's advisors, one of them gives you a debuff '-5% war score from battles' rather than a buff like the rest do.

Steps to reproduce​

1. Do the mission 'Checks and Balances' as Persia
2. In the event, select advisor of the clergy
3. Choose the inquisitor and you will get a debuff.
