Getting new title (mayor) still going to open elective vs the realms inheritance law.

Granting my brother a county (who is holding a mayor position) is still going to open-elective succession vs adopting the realms inheritance laws. If I remove his mayor title then grant him the county it works fine. Please fix. The higher title should determine the succession laws.

If its relative its the province of 'our' mother who was duchess and left it to me via prim- inheritance and I passed it to him since I had others. It doesn't make sense he would adopt open elective

I'm sure it doesn't require mentioning but creating a higher title should adhere to the current ruling inheritance laws since its being created not granted.
