Grey/Glitchy Bar at Top of Game Window

Description​

I updated to Fedora 38 yesterday, and now CK3 has like a windowed bar at the top of the screen in fullscreen mode. It does not happen in windowed mode. I did try using Xorg instead of Wayland, but it happens on both. This only happens in CK3, so it doesn't seem to be an issue with my GPU or graphics driver.
The green bar in the second screenshot is the top of my desktop background btw.

Steps to reproduce​

Just launching the game in fullscreen.
