I've posted about this before but have gotten no closer to resolving the issue on my own. No matter what I do either the launcher or the game (if I'm fast enough to launch it before the launcher closes) will crash. No obvious signs of errors, as reported by many others in recent weeks. I've done several clean installs, completely clearing the CK2 folders in both SteamApps/common and also the Documents folder before reinstalling it, with no change. I've verified the files many times, again with no change. I've added the game executable file as an exception in Windows Defender with no impact whatsoever.

Throughout all of this, I have never had any mods running, only official DLC, and have only successfully been able to launch when running 3.2.1 or earlier. I've also tried playing around with over/underlocking my GPU, but that doesn't have any affect whatsoever.

I've included the dxdiag file, in case there is some sort of obvious thing I am missing.

What antivirus app do you use? Just WD or something else also?

This is specifically in the Ransomware Controlled Folder Access list of Apps Allowed Through?

Are there any Windows 10 updates due, does the Updater app find anything to apply?

Install this VC++ version if not already there:

The only security application I have running is Windows Defender, I occasionally use Malwarebytes but it is not set to run on startup. Also, yes, it is specifically in the Apps Allowed Through list under Ransomware Controlled Folder Access.

There are no pending Windows updates, and I have updated it several times since the issue first reared its head.

I was able to install that version of the VC++ Redistributable only after uninstalling any that came after it, but even so the problem persists.

In your Steam Library right-click on this game and choose Properties. Click on Set Launch Options, and paste this in there:
-opengl

Does that allow it to start? Performance might be bad, but this will tell us if the issue is in the graphics area or elsewhere.

Do HOI4, Stellaris, and EU4 run okay?

Also if you have installed RivaTuner, RadeonPro, or a gaming VPN app called Evolve, or the MSI Gaming App, or Duet, disable it as it clashes with this game.

IF NEITHER OF THOSE HELP:
Please attach your Documents/Paradox/CK2/settings.txt
From your Documents/Paradox/CK2/logs/ folder, attach system.log , error.log , exceptions.log

Ah jeez, the issue is now resolved. It was RivaTuner, I thought I had shut it down alongside MSI Afterburner when I was troubleshooting earlier but I must have missed it. Thanks for all of the assistance, it seems to be working properly now!
