I am playing a tutorial. I was able to recrute cavalry before but now when I try to raise cavarly the down arrow is not enabled (greyed out). I am way below my max manpower and I can see cavalry units available in all my provinces. Anyone now why? It is hard to just fight with infantry and my cavalary that I recruited before is quickly running out.

I have also experienced this... It seems to happen after you save a tutorial game and then load it again afterwards. I also was unable to build cavalry or warships or galleys after I loaded one of my saved tutorials. (FYI, I was running on EU 1.08)

It does not seem to happen if you play the tutorial non-stop without loading a saved tutorial game. If you want, try just starting a brand new tutorial and play it non-stop, you'll notice you'll be able to raise cavalry and warships/galleys with no problems.

I eventually discovered this out of extreme frustration but happy to report that when you start up the regular Grand Campaign, this bug just goes away and you can raise all troops appropriate to your tech levels. :confused:
 
I had the exact same problem, jay is right I think. I couldn't sit through that whole tutorial though, way way too long, so play the tutorial as far as you can stand it, then read the manual and play a few games in the Grand Campeign, much easier.
 
Same problem with the Tutorial. However, I think I could no longer build cavalry after I developed artillery.

The save games do have problems with the Tutorial. For example, missions are suddenly completed without accomplishing them. I had no knowledge of the Malemukes whatsoever and yet I was at war with them after a couple of reloads. This is not supposed to happen until I discovered the Malemukes but I knew nothing beyond eastern Spain. There were other examples as well.

It may be best to take Russia in the GC on easy level for a Tutorial.
