Hey, so i've been trying to do a Tonga run. I first go Exploration, take over the polynesian triangle then go exploration to colonize the new world. Every time I meet Castile/Great Britain they're wayyy ahead of me and I don't see any option to "westernize" or whatever the new version of that is.
How do I keep up with the great powers after I unite my home region? I reformed to Monarchy and that seemed to help.
