I'm trying to separate the 20% border growth of Galactic Ambitions from its secondary effect, gaining the survey data of other empires.

Modifying the 00_defines.lua file and nullifying the:

TECH_TO_SURVEY_OWNED = "tech_galactic_ambitions"

line seems to just remove the tech requirement for the survey data, consequently giving you the data even if the technology has not been researched - definitely not the change I was looking for.

I know that if you take over the other empire's territory the survey data is reset so you can survey again, but this is irrelevant if playing a pacifistic empire - I'm hardly likely to take over other empire's territory and thus those systems will remain surveyed.

Does anyone know how I can address this issue? Currently left scratching my head for a solution

I haven't tried this, so I don't know if it will work, but what about setting TECH_TO_SURVEY_OWNED to a tech that doesn't exist? Or to a new tech which has prerequisites that can't be met?
 
A way I have seen it done is to make a dummy tech so it can never get researched.

This isn't working for me at the moment - changing

"tech_galactic_ambitions"

in any way, either by nullifying it or changing it to a dummy tech simply makes the game revert to giving you the survey data of other empires without even researching Galactic Ambitions
 
You actually need to crate the dummy tech that it points to. Then give it unattainable pre-requisites. Like having all FTL techs(including jump drive) researched.
