I really don't know why, or how, but my countries with their shiny custom AIs don't build units. I get industry, supplies, consumer goods, unit upgrades, but units? Nope.

They're not out of manpower, they are not having resource problems, and most don't have high dissent either.
I turned off AI loading outside the mod folder. The files are all in mod\ai

Regarding the reinforcement 0 setting, I am using the DH full mobilisation stuff.

Do you know what would cause this behaviour? I am really confused and irritated.
 
Unit production comes last in AI IC distribution, so in order to make AI build units you have to tweak all higher priority modifiers down a bit.
By memory this is the order at which AI devotes its IC:
1. CG - all required + some extra if there is dissent or money deficit
2. Supplies - based on the current/min/desired/max stockpile levels and daily needs
3. Reinforcements - there is an AI modifier that sets how much at most (!) of the total available IC can be used to reinf. if there are units to reinforce
4. Upgrades - there is an AI modifier that sets how much at most (!) of the total available IC can be used to upgrade obsolete units if there are any units to upgrade
5. Province builds, convoy transports and escorts - there is an AI modifier that sets how much at most (!) of the total available IC can be used to produce such things
