My game window does not take up my whole monitor. I can see the whole game, but it only takes up like 85% of the screen space. The active screen area is centered on the monitor and the unused part of the screen (the outer edge) is all black (it looks sort of like letterboxed, but with the black border along each edge of the screen). I can play just fine, it's just annoying.

Maybe my settings are off on my video or graphics driver? The game took up the full screen the first few times I played it, but I was messing around with another computer problem and then this one came up. Is this the difference between the 1024 x 768 and 1280 x 1024 pixels settings? If it is, what do I change it to and how do I change it? I don't know that much about computers, but if you have any advice, I'd really appreciate it. Thanks.
 
EU runs at 800 by 600 resolution. As you say I believe you have messed your settings up.

Go to "Start"
Then "settings"
then "Control Panel"
Now double click on the "display" icon.
Go to the "Settings" tab
Now you can reset your screen display

There are other ways of doing the above - depending on your graphics card.
e.g. you might have a Monitor icon at bottom right. If so Right click on it and change from there.
Explore all your display settings - you might have to tick a box saying something like "automatically adjust my screen settings".
It depends on what card you have.
Have a good look around and experiment with changing the screen display resolution settings. You cannot do any harm and you might learn a lot.

Are you playing on LCD-display?

Eu has a fix and unchangeable 800*600 resolution.
LCD-Diplays aren't capable to change their resolution.
If you're playing an 800*600 game on an LCD with higher resolution
they are doing a sort of anti-aliasing or reduce the size of the displayed content. This depends on the settings of the laptop or the display.

If you don't have LCD, you should adjust your monitors size-settings.
They are stored in your monitors memory for each resolution and frequency seperatly. Just adjust them while Eu is running
EU chooses the 800*600 resolution by itself. It is completly independent form your systems resolution.
There is no way to change the EU resolution...
