Hi,
I have no prior modding experience and

1) am trying to make an inland republic work through removing capital_scope = { port = yes }} in the government.txt file for merchant republics. I think I know how to create a basic mod and also have renamed the file to avoid overwriting the base game file. Are there any other files I have to change or should it work this way?
2) am also trying to get the burial event from the mausoleum to the Cathedral by inserting the burial_ground flag in the flags of the Cathedral in wonders.txt. But the flag isn't shown with charinfo when I built a Cathedral in the game and the event isn't showing up. What have I missed here?

I am sending the mod files on here in a few.
 
One of the problems is that so much of merchant republics is hard coded that even the developers didn't like messing with it. You might be able to do what you want on merchant republics, but then you might end up just breaking your game.
