There used to be a cheat menu mod, no idea if it still works in the current version.
There are ingame cheats you can use for resources and other related items. You can open the ingame console using F12 and enter in the codes you want. The ingame cheat system is unchanged from the Hearts of Iron 2 base game, so if you google hoi 2 cheat codes you'll find the full list. I usually just use cheats for larp purposes and so my favourites are Tech "id", acceptall, and freedom. Never leave freedom or acceptall turn on though as those ones affects the ai as well.
